Grading, downspouts, and how the slab and walls behave through a wet St. Louis spring. If there is an active issue, it gets addressed before a stud goes in. Framing over it just hides it for a year.

My basement gets damp. Can it still be finished?

Often, but not by ignoring it. We find out where the water is coming from and deal with that first. Sometimes it is as simple as downspouts and grading.

Can I put a bedroom down there?

You need a proper egress window for it to count as a bedroom and to be safe. Cutting one into a foundation wall is real work, and it is worth it if the room matters.

How low is too low for ceiling height?

It depends on what runs overhead and how it can be rerouted or boxed. I will measure and tell you honestly what you will end up with before you commit.
