Grading, downspouts, and how the slab and walls behave through a wet St. Louis spring. If there is an active issue, it gets addressed before a stud goes in. Framing over it just hides it for a year.

Ducts, drains and panels all live down there. A good basement plan gets the ceiling height where you want it and still lets a plumber reach a cleanout in ten years.
